None of the previous 11 collective bargaining agreements dating to 1966 was overhauled in mid-agreement, except for limited areas defined by the sides when the deal was signed.“It remains to be seen what the union’s going to ask for, what we’re going to ask for and whether we reach an agreement,” deputy commissioner Dan Halem said. “It’s a positive sign we were able to reach an agreement with the union on rule changes and hopefully we can build on that.”Ordinarily, the sides would have started negotiations in March 2021. The union proposed major economic changes this offseason that management refused to consider, such as expanding the designated hitter to the National League, addressing service-time rules that affect eligibility to free agency and salary arbitration. Also, adding provisions to the amateur draft that would make it harder to accumulate high draft picks over several seasons. As part of the deal on rule changes designed to speed the pace of play, management agreed to broader talks.“I think the common ground that we were able to find here has cracked open a door to a broader conversion,” union head Tony Clark said. “And that broader conversion we believe is necessary and in the best interest of both parties. How things manifest themselves moving forward remains to be seen.”Baseball had eight work stoppages from 1972-95 but has reached four straight deals without interrupting play. While there is no deadline, as a practical matter the sides would have to agree to major economic changes before free-agent negotiations start, on the sixth day following the World Series.“Teams have the right to know what the rules are before they start making decisions regarding what their teams are going to look like,” Halem said.Many players have labeled what rebuilding teams have done as “tanking.” Attendance had dropped in three straight seasons, and the average crowd last year fell below 30,000 for the first time since 2003.With most teams’ openers less two weeks away, top free agents Craig Kimbrel and Dallas Keuchel remain unsigned.“Today’s were steps in the right direction, but we want every team to want to win. Home Run Derby prize money will be increased to $2.5 million, including $1 million for the winner, up from the $725,000 total previous agreed to for 2019, of which $150,000 had been designated for the winner. The amount of money for the winning team, which had been $640,000, will be increased so that each player on that team gets about $5,000 more.—A joint management-union committee will study potential changes to the strike zone, the height of the mound and the distance from the mound to the plate. It is to issue recommendations by Dec. 15.—Each team will start the 10th inning with a runner on second in the All-Star Game and spring training games.For 2020:—All pitchers must face at least three batters or end a half-inning, unless injured. While the union refused to agree to that provision, it also said it will not challenge it. There were a record 4,262 appearances of exactly three batters last season, according to the Elias Sports Bureau, up from 4,157 the previous year.—The active roster limit will increase by one to 26 from opening day through Aug. 31 and will drop from 40 to 28 through the end of the regular season. What had been a 26th player for certain day-night doubleheaders through Aug. 31 will become a 27th player in those situations. With the bullpen looking like a total disaster in the eyes of many fans going into the new season, there was some speculation that Hernandez would make for a sneaky surprise addition to the bullpen. The other day, however, he was sent back down to Portland to continue working on his command/control, his biggest weakness as we stand now.Colten Brewer made the OD roster over Hernandez (along with Hector Velazquez)Photo by Elsa/Getty Images Hernandez was signed by the Red Sox out of Venezuela in August of 2013, but he didn’t break into the spotlight until 2016. He started his pro career in the Dominican Summer League, and spent two years pitching for the two different rosters. He would get his first earnest attempt at starting in 2015, and it was here where he began striking people out. It was here, at age 18, that Hernandez began establishing what would end up becoming a minor league career norm for him: striking a ton of batters out, walking the ones he didn’t strike out, and overall getting results at every level.It was following his 2016 season (in which he pitched at Lowell), that Hernandez attracted more mainstream attention, as he first ranked in MLB.com’s top 30 Red Sox prospects list. Back then, their blurb on him read as such:Hernandez continued through the system, following the same trend he’d established at age 18 in the Dominican Summer League, laying waste to Greenville in 2017 Tanner Roark Jersey , and most recently Salem last season, before earning a trip to Portland for his first taste of high minors action.Craig Kimbrel is still without a job. I’d liked him prior to the 2018 campaign, but I became increasingly enamored with his potential the more I followed his season. In Portland, he pitched as a reliever, only coming in for an inning or two at a time. Still, he showed an ability to hang with more advanced hitters, making his future — whether it be as a starter or as a reliever — more promising.The flaws in Hernandez’s game are obvious, and that’s the way it has been for his entire minor league career: he walks too many batters, and he doesn’t pitch efficiently enough to get through six innings reliably. Also, he hit 14 batters in 107 innings (a rate that has seemingly only gone up each year), which won’t fly at the major league level. Last season, only six MLB pitchers hit 14 batters - Lucas Giolito, Rick Porcello, Charlie Morton, Cole Hamels, Jakob Junis, and Chris Sale - and while nearly every pitcher here has had success (sorry Giolito), they also did it in significantly more than 107 innings.That’s not to over shadow what makes Hernandez appealing, particularly as a potential mid-season call-up for the bullpen. To put it simply, he has incredible stuff. FanGraphs has him as their number two prospect in the system behind only Triston Casas, with the following blurb about his talent:While many still hope Hernandez ends up a quality starting pitcher (Robbie Ray could be a good comparison here for Hernandez, as both strike out tons of guys and have command/control issues), his best road to Boston is probably in relief, where there’s a clear need following the losses of Joe Kelly and Craig Kimbrel. In the rotation Khris Davis Jersey , there will probably be exactly one spot up for grabs over the next three years, as Chris Sale, David Price, Nathan Eovaldi, and Eduardo Rodriguez all occupy slots in said rotation. Meanwhile, in the bullpen, his greatest obstacle will be convincing Alex Cora and Dave Dombrowski that he can be more effective than Hector Vezquez or Brian Johnson. With Steven Wright’s suspension, his road probably gets even easier there.This man signed an extension. A big one.
